ASTM B705 EFW Pipes Welded with Filler Metal Addition

Dear All,
Please help to find the solution that we required ASTM B705 Class 1 UNS08825 (thickness 9.53 & 6.5 mm)EFW pipes for our project. As per B705 Pipe shall be made from flat-rolled alloy by an automatic
welding process with no addition of filler metal.

But, as an alternative pipe manufacturer proposing ASTM B705 Class 1 EFW pipes with addition of filler metal.

Since its deviation from the material standard, Client asking us to provide the technical justification to accept the proposal.

Please clarify, any international standards support this case

What makes them think that any of these can be welded with filler?
Class 1 and 2 apply to NDT.
This clause applies to all pipe under this spec:
6.1 Pipe shall be made from flat-rolled alloy by an automatic welding process with no addition of filler metal. Subsequent to welding and prior to final annealing, the material shall be cold-worked in either the weld metal only or both weld and base metal.
