how can i autosnap to an arc center point (circular edge of a previously built feature) or a edge's midpoint in sketch mode without creating any additional construction geometry like in solidworks.(in solidworks or nx,by hovering over the perimeter center point pops out and is selectable)

CATIA V5 has something called "smartpicks" that kinda is like Autosnap. Depending on what you're doing in the sketch, little blue symbols will appear which indicate various geometric properties, such as tangent, parallel, perpendicular, etc. The blue dot with a circle around it indicates the center point.
 
Just create the new sketch element (cirlce etc.) somewhere in your new sketch.
Then keeping CTRL-button down select both the new element and the circle's edge in previous feature and define concentricity by "Constraints Defined in Dialox Box" tool.

To use the smartpick mentioned by Jackk you need first extract the edgegeometry from the previous feature to be construction geometry in yor new skecth. Not as handy as in SW but you'll get the job done.
