Good afternoon, please:

Can I have a prequalified WPS for the "subject" joint ( see Figure 3.4 of D1.1), considering 3.13.2 of AWS d1.1 and that this joint has been welded in the two different following manners but and in both cases without steel backing? ( joint is non tubular) :

1- welded only from one side?
2- welded only from one side, BUT with a "seal Weld" from the other one ( there was access to the root side)

Bevel preparation is a V one.

I didn't refer to the figures you cited but can tell you that D1.1 has no prequalified joints welded from one side. Also, if the prequalified joint has the backgouge note then you must backgouge when welding from both sides. Only select joints for SAW allow two sided welds with no backgouge.
 
BU-2 requires a back weld or backing weld with backgouging. The only way to do the joint without qualifying it is to weld from one side - (either the main face, or what you call the seal weld,) remove the root of that weld (you can use carbon arc or grinding) and then welding the opposite side. If you welded from one side, that joint was not prequalified. If you welded from two sides but did not backgouge, that joint is not prequalified.

You could qualify the weld by testing if you want.
