AWWA D110/D115 Tanks

Working on a project that has performance specifications for both D110 and D115 specs. Our D115 spec language requires bonded tendons throughout. The D115 tank guy doesn't like this requirement because it adds cost to their tank. I understand their consternation, but I really don't know if we are being too conservative.

It's a completely buried tank FWIW.

Anyone have an opinion or experience on this subject?

Bumping this back up. I was hoping someone would have an opinion.
 
D115 is a post-tensioned concrete tank with internal tendons. Doesn't have to be buried but in our case it is. I'll try to post over there.
