B31.3 Coupling Branch Cover fillet size ?

Looking for some input. We do piping with coupling welded branch connections (for pressure and temperature sensing). B31.1 fig 127-4.8(F) specifically lays out welded coupling diagrams and direction (full penetration with .188 throat cover fillet), while B31.3 says coupling are ok as long as they conform to the branch weld requirements (full penetration with 0.7x thickness of branch.

Being we have no knowledge of the branch ultimately being connected to our couplings what would be "code" to use for a cover fillet? I would like to defer to B31.1. Is is this acceptable

Thoughts suggestion?
 
B16.11 Table 2 correclated coupling class with pipe scheduel. I suppose i could consider the highest correlated Sch for the branch. (even though this correlates to run pipe)
