B31.3 in Europe

Many engineering companies in Europe are still using B31.3, instead of 13480.
In your opinion, is it this acceptable?

I think that should be proved that by using B31.3 all the essential safety requirement of EN13480 are met.

Another question.
By using B31.3 instead of EN13480, are the PED requirements met?
Annex ZA of EN13480 shows the relationship between EN1380 and PED. But
Using B31.3 is still a common practice in EU, but I wonder how correct is.

Q1: yes provided the ESR's of the PED are met.
Second note; EN 13480 does not have ESR's, it is however a harmonised standard. So using it assumes conformity with the PED. But if one uses B31.3 you don't need to show you fulfill 13480. That would make no sense.

Q2; no. Review CRN/TR 14549 for differences between the PED and ASME b31.3. Also, see appendix N of B31.3.

As a matter of fact, I've had way more issues designing piping systems for the European market when I had to use EN13480 instead of B31.3.

The issue with 13480 is that there are too many unclear requirements and errors in the code. It's not comprehensive, but than again, compare to B31.3 it's still relatively young so one may expect all child diseases still need to be cured.
