B31.3 Restore of thickness/cosmetic repair

I am looking for code based responses to this question.

Does B31.3 address restoration of thickness of pipe (not weld metal) by addition of weld metal?

Does B31.3 address sharp edges as stress rises, or state that welds shall be free from such?

Are there any limits to restoration after hydrotest has been conducted, to a specific depth?
