banding in CS plate

Customer specification demands no banding of ferrite / pearlite & microstructure shall be homogenous as service is sour. Plate is A516 gr 60

We purchased a plate which is HIC resistant per TM 0284 but final statement in MTC does specify that banding of pearlite in ferrite matrix.we missed this requirement but during inprocess check we idenify this .

What role banding does in CS material. .what justification we should give to have deviation approval

Banding is more likely in thin, hot rolled coiled plate product (hot strip mill) and other thin plate materials (plate mill) Furnace normalize to provide homogeneous structure.
 
plate we procured are of 16 mm& 22mm thickness, are these more prone to banding even if utmost care is taken while rolling at manufacturing stage, please advise
 
When this requirement has been applied we've simply sent a sample of the plate to a local lab and had them perform an examination and provide a report.

Does it make sense for us to retest the sample at test lab when original mill test report specify that banding is present in plate.

We are not sure what role banding plays in sour service , does it affect mechanical properties ??

Has anybody came across SA516 gr 60/65 plates which are without ferrite/ pearlite banding and also passing in HIC test.

I am having hard time to locate it, specially 16 to 22 mm thickness.
