Barnes Dance (Pedestrian Scramble Phase) warrants?

Hi

I'm a civil engineer who is researching traffic engineering, specifically pedestrian traffic engineering.

Are there any specific numerical warrants (a certain number of vehicular-pedestrian collisions per year at an intersection, daily pedestrian volumes, etc.) for an exclusive pedestrian phase aka "Barnes Dance" in the MUTCD or any other traffic engineering manuals of note?

I have never seen a "Warrant" for an exclusive pedestrian phase. Most discussion in the traffic literature has been general in nature with phrases such as "heavy" pedestrian traffic often present.
