Base metal thickness with multiple processes - PQR

Hi guys,
I know a similar thread has been posted before but with a lot of argument, figured I would try to get an answer on my specific situation (ASME IX).

We currently have a PQR using GTAW and FCAW.
Base metal, T = 1.250"
GTAW deposit, t= .125"
FCAW deposit, t= remaining

Our WPS qualifies both processes with a base metal thickness range of 0.1875" to 2.50".

Is it possible to create another WPS (from existing procedure) for only GTAW with a base metal thickness range of 0.0625" to 0.25" (using only the weld deposited from the GTAW process)? Or, if we are only using the GTAW process from the WPS in production, can it be on material less than 0.1875" thick?

You can write a WPS for GTAW only but you are still governed by the minimum thickness of your PQR (0.1875")
