Question: A procedure qualification in a test coupon of 1-1/2 in. thickness has been qualified
to the requirements of QW-202.2(a) with the exception of notch toughness. A second Procedure
Qualification with identical essential and siipplementary essential variables, is tested for notch toughness
only, in a test coupon of 3/16 in. thickness. Do the above two Procedure Qualifications support
a WPS to weld a butt joint 3/16 in. to 8 in. in thickness where notch toughness in required?
Reply: Yes

My question is that why dont the base metal qualification range starts from 3/32 to 8 inch? when impact test is required?

Same case as above is this the lower limit is 3/32?
 
Why would you expect it to be 3/32"? You have only shown that impacts are good to 3/32"...not tensiles or bends.
 
For thickness less than 6mm the qualified minimum thickness is T/2? Am i right (when impact test is required) so the minimum thickness that wps is qualified is from 3/32 am i right? That means the above two procedures Combine a thickness range of 3/32 to 8"?
 
No. You haven't done any tension or bends to show the weld is sound for less than 3/16". You have only proven that impacts are good to 3/32".

I'm not sure whether the T/2 when T< 1/4" was valid back in 1989. Regardless, david is correct.
