BAT versus BACT Analysis, Air Permits

Just to clarify the matter:

BAT- Best Available Technology

I believe this is a bottom up approach. Look around at other similiar facilities and utilize the best emissions control schemes already in-use.

BACT- Best Available Control Technology

I believe this is a top down approach. Nothing is off the table and all options a evaluated for cost and feasability. The economic number being roughly $4000 per ton of emissions reduced.

LAER- Least Achievable Emmission Rate

Only for attainment areas and requires emmissions reductions regardless of cost.

Is this correct?

Sounds good to me.

LAER Lowest Acheivable Emission Rate under the Clean Air Act reflects the most stringent emission limit of state implementation plan. May not be acheivable. Owner or operator will have to prove it.
