1) Can a basic unregulated DC power supply be used for battery charging (lead-acid type)?
2) is there a rule of thumb or formula to size the current output of the power supply to maintain a battery at or near full charge without over-charging?

I Absolutely agree.

a lead-acid battery [b said:

I was distracted by the 'uncharged' subset limiter.

But if I take out the dead battery limiter, then I totally agree; a partially discharged battery can still have a fairly low internal resistance and thus pull more current than an unknown voltage source supply.
