Back Ground:

As per client requirement , actual PQR was welded with old material (SA-516 Gr.60) with new material (SA-516 Gr.70). Specimens for tensile and side bend was tested. Tensile were fracture with old material base metal and comply the requirement of QW-153. But 04 side bend specimens were tested in which one specimen is ok and bent in bent portion and other three specimens not bent completely with in bend portion? No indication and discontinuity found in weldment.

Question:

What is definition of bent portion as per ASME Sec IX? Any one experienced same issue? Is PQR failed?

If you use a plunger and die type guided bend machine, and if one base metal is harder and stronger than the other, the location of the sample and bend will shift toward the softer base metal. In some cases, where the HAZ is softer than the weld or unaffected base metal, all the bending will be concentrated in the HAZ and not uniform. A potential solution is to use a wrap-around type bending machine that utilizes a "follower" to force the bend around a central mandrel. ASME Section IX as well as AWS structural welding codes include illustrations of each bending machine.
