Bentley AutoPlant Design - VPN

I have a user using Bentley AutoPLANT Design that accesses the license from the server. The user is connected to our network through vpn, but cannot obtain a license when he opens Bentley. He's able to access the internet, email, network drives, even the license manager for Bentley on the server. We've checked the firewall settings. We have a call in to Bentley, but haven't heard back yet.

Any ideas would be great, thank you!
