Black hawk fatigue reports

I am trying to look for some black hawk fatigue reports produced by Sikorsky. They have report number such as Ser-70116, anyone have any idea where I can get a free pdf version of them? I am in particular looking for a part that describe the fatigue testing procedure on the main rotor tie rod.

Why should documents which are likely to be Sikorsly Proprietary be available on the web for free? Besides which, there are probably USGov't restrictions on their distribution.
