I am planning on learning blast design during the next few months and will hopefully attend a one week seminar on TM 5-1300 next month. My question, addressed to the blast design engineers who visit this site (if there are any), is considering that TM 5-1300 was last updated in 1990, what is the current state of the art for blast design? With the advent of 3d non-linear dynamic finite element programs, it seems to me that yield line theory is becoming outdated. Any thoughts?

Also, does anyone know what document is referenced for the planning/design of embassies?

Hi, Have at look at DDH75 thread in this forum (12 dec 2003 I think).
The main references are there.

Things haven't really changed much since 1990 except that more people are interested in the subject now.

You could also have a look at for some design software.

Come back if you wanted some more references.

Dear colleagues,

I raise one concern: If any entity is doing design for a government agency, that agency will provide criteria and proper documents to the designer. As a responsible engineer, I am very reluctant to supply any information on this forum regarding this matter given the times we live in.

Am I correct? This is only my humble opinion. I like to hear your input on this matter.

It is sad but true! Every so often I see a question that makes me wonder about the possibility of using the answer for illegal or harmful uses. A few years ago I wouldn't have given it a second thought.
 
Use your own judgment. If your gut tells you "Don't!" then don't post it.

Thanks for the responses. Lufti, I agree with your concerns about providing sensitive information on an anonymous forum such as this. An engineer, especially one who has gained security clearance, has a responsibility not to reveal too much info. However, I am only looking for some titles of books and manuals on blast design. If there is sensitive information in these books, I trust that the government will protect the info. For example, TM 5-1300 is not available for download. You must contact the USACE and provide adequate reasoning for your need of the document.
 
There are a couple of technical articles on blast resistant structure design at the following URL. The simplified elastic-plastic 1D dynamic models are still used in general, although we have done FEA work to look at frames. Regarding sensitive information, information on design of structures to survive blast loads is readily available from public sources.
