I will appreciate if you suggest to me Specifications, web sites or any reference related to blast resistant design, eg explosion due to fire, aeroplane jets, bomb,etc

Ron Hamburger gave a good presentation on this at the NASCC back in February. His paper may be on the AISC website.
 
Try doing a search for TM 5-1300 NAVFAC P-397 or AFR 88-22

It's a DOD book on blast resistant design. The Arny, Navy, and Air Force each give it a different name.

It's a huge file ~90 mb

Try a product called Bi-Steel developed by Corus. tests were done on it using explosive shells for the UK military
 
There is an ASCE publication titled Design of Blast Resistant Structures in Petrochemical Facilities (ISBN 0-7844-0265-5).
