Hi all,

Can I one bolt connection experience block shear or does it only apply to multiple rows?

I don't see any reason it wouldn't apply to a one bolt connection.

Also, I'm sure block shear can happen to such a connection because I bolted a small angle into a tension testing machine with one bolt and it failed by block shear.
 
You absolutely will but these will manifest most likely as end tearing conditions.

Are you talking about a single bolt in shear, or a single bolt in a group of bolts, as shown by Enable?
Enable might be on to something novel and interesting. However, AISC defines the block shear failure mechanism for fastener group perimeter in a group of bolts (or 1 of 1), but not for 1 out of many.
