IS IT TRUE THAT BLOW DOWN PIPELINE SHOULD NEVER BE FILLED WITH MORE THAN 2/3 OF IT'S EFFECTIVE INTERNAL DIAMETER

I gather that you speak of liquid, perhaps condensate. What are you asking?

of course on liquid....
i am asking 'cos i do not know how i am going to pressure test the pipe.... i know that you shoud do it on ground level (before mounting it) but i can not make an order for a 2 pairs of flanges (one slip and one blid) to make the test 'cos Investor is going to tell me I'm damn crazy, and that he is not going to spend money on something he will use only for testing the pipe....
it is so easy to be a designer in the States.... it is so damn hard to design for a piss-away investor in a piss-away country.... just vwnting i guess :)
 
Are you referring to the (pressure) test - not while in service?

In this case i guess the pipesupport must be designed to carry the full load.

I dont think there is such as easy rule when in service - if both liquids and vapour can occur in the blow down header at the same time.

I could be missing something, but the 2/3 full restriction sounds like an operating limit (to avoid vapor lock, slug flow, etc) and should not affect testing. Unless there is another concern, there should be no problem with filling the pipe and performing a normal hydrotest.

As mentioned above, if the line in question is large, supports will need reviewed for additional weight if line tested in place.
 
I am not in the States either, but if an inspector had this attitude he would be kicked out right away. I would ask him if he would complete the accident form and make the phone calls to relatives of possible victims...
