Is this a US project? I checked a publication from Illinois DOT and that marking doesn't appear. Also, if these are 307 or 325 the heads would be marked as such.

the project is in mexico but we have supplies from every wehere, yeah i know when they are 307 or 325 have mark , and the certificate are fake ASF

Well if you persist in buying material from China or similar , these are the problems you have to deal with. Start speccing out EXACTLY what you need and procure from a reliable North American supplier. And I say , need and not want. Photos strongly suggest shear failure already.

The mark looks like a manufactures stamp, not a grade mark.
Here is another bolt head mark chart.
The markings do not match either ASTM A307 or ASTM A325. Unmarked bolt heads might be SAE grade 2 or ISO grade 4.6,

Here is another bolt head marking table

i have the answer finally, they are SAE J-429 or equivalent A307 Gr.B. aparently the mark is for only the manufacturer

@miningman yeh thats why they are in no conformance but the contractor insists on using it because he already made his purchase. we are the end customer

thx guys for his time
