Hello: I am looking for advice on the bonding process of 1/16 304 mirror finish stainless steel plate to 3/16" thick A36 carbon steel plate.

Neither of those products are thick enough to be called 'plate', so using the word may confuse your steel supplier... or cause the quoted price to go up.

Given curing time, RTV silicone can make a pretty good bond between those materials... but you didn't quantify how strong a bond you need. It probably wouldn't do well if you intend to form or punch the resulting composite.

If the carbon steel is given a good coat of primer first.
Contact cement will work quite well for this. Use two coats of contact cement on the back of the #8 or #10 finish stainless, one coat will peel off ( guess how I know about this?) The VHB tape CBL mentioned also works, but is expensive for large areas.

I just checked on they way we mounted front surface SS mirrors to CS and SS backing and will have to second
berkshire'srecommendation on the use of contact cement if your environmental conditions permit.
We mostly Foster's products. At times we used that yellow sticky stuff used on some plastic pipe for very similar applications.
