Bonding TPU to PVC

What adhesive would you recommend for bonding TPU to a PVC substrate?

Preferably a heat-activated adhesive that is non-tacky at room temperature.

Medical grade would be a plus, but not absolutely necessary.

Any input is appreciated.

I don't know how the rules apply to this, but my company has a couple adhesives that might fit the bill. I want to help, but I don't want to violate any rules.
