Bonding vinyl to stainless steel

I am looking to apply a pressure sensitive vinyl stick-on
(12" x 12&quot to 12 ga s.s. sheet with a 180 grit polish.
The kicker is it will be under water in a swimmming pool enviroment. Every place I have talked to has told me, nothing is avaiable. I was thinking of a bonding agent between the two materials. Does anyone know of an agent that would stand up to this application?

I would try Main Steel. They are the largest polisher of stainless steel and also produce the various covering films.
I don't know about web sites, but their HQ is Union, N.J.
3M is an excellent company, but uneven in technical strength.
