We are installing a machine that requires 23 holes bored 10" in diameter 12" deep for the placement of a hooked type anchor bolt, which when in place will have grout pored into the hole. Some how, the rebar was no place in the correct position
and on some of the bored holes, the rebar is exposed, they did not cut the rebar. The anchor bolts will be installed on the equipment, lowered into position, and a preliminary leveling done. If we cannot get the anchor bolts into the holes while
lowering the machine, we will need to cut the rebar that in exposed. What affect will this have on the concrete?

CVerEllen - Cutting rebar is never a good idea, however, sometimes it can be acceptable. To give you an answer (or, more realistically informed speculation) we need a good bit more information:

Is the concrete that the holes are bored in a slab on grade or elevated? How thick is it?

What is the spacing of the bored holes?

How many holes have exposed rebar? Which ones are they (e.g. are they all grouped together or randomly spaced)? How many rebar will be cut in each hole?

What is the size / spacing of exposed rebar?

Where are the exposed rebar located in the holes (near the top or near the bottom)?

What loads does the machine put on the anchor bolts?

From these questions you can see that getting a meaningful answer may not be straightforward. Best to have a local structural engineer review, observe, and evaluate existing conditions.
