As the title, I know that if it is painted, the friction coefficient would be changed, thus shear resistance of base plate would be reduced.
But I didn't find any description in any codes or standards.

Normally shear is taken directly through side-bearing on an anchor rod or through a shear key.

The paint or lack of it on the bottom of a base plate makes no difference as to the shear capacity.
