I would characterize it more as being proprietary information, insofar as design criteria and construction are concerned, coupled with the need to actually test/characterize the performance IRL, simply because analysis is always based on an abstraction of reality, and modeling things to the point of exactly matching reality is often more expensive than just testing it.
