Break away fencing in flood plain area

I have a home that requires a break away fence design because it exists in a flood plain area. I am seeking any assistance with State of TX requirements. I currently have a 6' privacy fence with a 2' opening at the bottom but require a way to have abreak away because I am building a pool and can not have the bottom section open.
Any assistance would be greatly appreciated.
