Brick Corbel - Tie back anchor

In the attached sketch, we will need to bump out the top rowlock course of brick veneer, which now no longer complies with ACI 530's prescriptive requirements for corbelling.

The architect has asked me how to get around this and i provided two options: go with a thicker course or use an anchor to tie the very top course back.

He does not/cannot go with a thicker course and would like to explore the anchor route (see blue line)

Does anyone have experience with an anchor to be used in this type of situation?

might want an expansion gap between the brick and plywood...
