Bruhn lug curve descriptions - thickness - Machined or stock material thickness?

Are the thicknesses in the descriptions for the Bruhn lug curves reflect machined or as formed (stock) thicknesses? It seems like they relate to the stock formed thickness as it comes from the mill or in a forging.

My understanding is that the lug curves are for final machined thicknesses. Lug performance is dependent on the final geometry and grain orientation more than stock thickness.

I agree, Bruhn is only related to geometrical ratio and grain. Stock size can affect the material properties tables in MMPDS.
 
Hi:
The lugs are made by forging process such as NATO 14 inches type for military purpose.
