C&DF testing of HV bushings

How do we determine which test voltage is to be used for determining C&DF of HV bushings? There are two versions (or i should say, i know of only two) offered by different manufacturers : 2.5 kV and 12 kV Capacitance and Dissipation Factor Test Set.

I need to know which one is used for which application. I will also appreciate if someone can refer me some literature which gives results interpretation guidelines.
