Easiest way:
Create a block that completely engulfs the tank (when you extruse, uncheck the "Merge" box). Subtract the tank body from the block, then cut the block to remove everything aboce the "full" line. Now you should have two solids, one of which is the interior fill volume.
You could also do this by copying interior surfaces and then adding a planar surface to cap the volume.
Honesty may be the best policy, but insanity is a better defense.
Insert a new part into the assy and make sure it is in edit mode.
Select all the interior surfaces and do a zero surface-offset.
Extend and trim those surfaces so that all edges join properly.
Add another surface(s) to the open side to create a closed box.
Knit all surfaces together to create a solid.
