Calculation of Anchor Bolt Diameter/ Length for Pressure Vessels 1

Dear Friends,
Why is embedded length not a factor in calculating the size of pressure vessel anchor bolts?
Is there a method to calculate required length of anchor bolt when the foundation is made of structural steel and not concrete?

Embedded length will work into the concrete design, see ACI 318.
If the vessel is supported on steel rather than concrete, I would not consider that a "foundation". But note that in ASCE 7, there are provisions for seismic design where a tank or vessel is supported on another structure.
