The reference to "wire snaps" detected by acoustic monitoring seems to indicate the pipe in question may be RCP.

Or most likely PCPP - Prestressed Concrete Pressure Pipe; also known as as PCCP - Prestressed Concrete Cylinder Pipe
 
I worked for a system that had a lot of PCCP. It was installed in the mid 1960s and started to really have a lot of breaks in the 90s to 2000s. The main cause was determined to be the high chloride content of the soil attacking the concrete and allowing the reinforcing to corrode and fail.
