California Title 24 compliance

I’m working on lighting design of a canopy (22’ X 42’) for chemical storage tank. I’m providing 4 lighting fixtures and my questions is; do I need to fill the title 24 forms? if yes do they need to be on the drawings or can they be as an appendix to the specs.

Ask the building authority. I've found enforcement varies greatly by jurisdiction. The forms are available in Autocad, so we've typically put them on the drawings.
 
Is this an outdoor installation? If the space is not mechanically ventilated, then the only Title 24 implications would be the "Mandatory Measures" source,that you must use an energy efficient. And if this is an industrial site, you are exempt as indicated in Table 6-1 of the non-residential standards.

This canopy will be installed in a water treatment plant and sole purpose is to cover the chemical tank, and resemble with the gas station canopy.
