I am having to design a cam, of which I know the rise-dwell-fall (60-30-60)and the amount of lift (15mm) that I need. But I am struggling to figure out what the minimum radius has to be.

I can calculate what the lift is as the angle changes, Does anyone have any clue on how to do this?

Any help would be greatly appreciated.

There is also a "Cam Design Manual" by Clyde H. Moon that is available for free to download (in PDF format) on the Camco-Ferguson website. Check the FAQ section on the site.

It's a very nice book - I'm sure you can get what you need there.
