Can ASME B16.5 flanges be considered as complying to Appendix 2 flanges?

No, B16.5 flanges will often fail an Appendix 2 assessment.

If you don't modify them then they can be used "as is" on the basis of long service to B 16.5, so even though they don't comply with appendix 2, you can still use them on pressure vessels without changing them.

I appreciate the responses. My main concern was with weld sizes.
