Can EDSL TAS do the following?

i really need this software to do the following, please tell me which of these it can do

Compare the heat loss and co2 usage as well as comfort for SIBS and traditional building methods

Then add different weather conditions to see how these different construction methods react to these in terms of energy consumption etc.

My point is that I doubt there is a software package that will cover all you want....too diverse.

Go through all that you are asking for and do the calculations/assessment without software....just once. I think you'll see the difficulty in having a single software package do all that.
