Can not find a custom manufacturer

I have a part (see pic) whose prototype i’d like to get manufactured from stainless steel. The part is very simple: cylindrical base with two holes on the side and typical 1” D-ring. My idea was to get the base cut by CNC machine but i don’t know how to insert the D-ring into the base and neither do custom manufacturers. A few got back to me saying that they could cut the base but not the D-ring. Can anybody tell me how you would normally manufacture this part and maybe suggest a manufacturer? Thank you.

Most spring manufacturers also use '4 slide' machines to make various formed wire bails, clips, and flat springs.
They should be able to do this for you with very minimal tooling.
What strength material are you using>
Are you sure that it can be installed without exceeding the yield strength of the wire?
