To any engineers familiar with the NBCC's seismic design: are there any provisions for including some portion of snow or ice loads as part of a structure's seismic mass? I looked through the NBCC and Alberta provincial codes and didn't see anything regarding this but I could be missing something.

Also is it common to apply overstrength factors to nonductile connections like anchorage to concrete, or is the 1/3" increase per 4.1.8.2.12 all that's required?

Seismic mass is calculated as per CL. 4.1.8.2: DL + 25% SL + ...

The connection overstrength factors should follow CL 4.1.8.18. If it's non-ductile, then you need to use a different Rp factor (equivalent to a ductility/overstrength factor for parts & portions).
