Can't copy drawing notes

I have a bunch of notes on a drawing, not associated to anything, sometimes I can copy them and other times I cannot (copy is grayed out in the edit menu). Notes that I copied and pasted, often cannot be copied moments later. I can't find a pattern to it. Whats going on?

Ok, I think I figured it out. They snap to other notes creating an associative origin, which then prohibits copying.

Is there a way to disable snapping/ creating associative origins?

You can hold down the "alt" key when placing notes to disable snapping.
 
I would love to disable note/dim snapping as well. Sometimes it's nice.....more often than not it's a pain in the ass. Especially how vague it is when trying to snap a note to a dimension or balloon....annoying.

Would love to turn it off and have some manual control over it. Let me rephrase that....would love to have EASIER manual control over it.

Would also like to switch it so the snapping is off by default but if you hold the ALT key it's on.

I agree, being able to swap those options would make life easier.

I also hate how wide the snap area is, for example when trying to place a 36" horizontal dimension off center the snap area is 8" wide, so the dimension is either more than four inches off center, or it snaps to center, leaving me without control!

For copying notes I usually double click the note I want to copy then close the editor without changing the text. This puts the note in the text editor so that when opening the text editor it becomes the default text. Then it can be dragged and dropped any where you need the new note. It works for copying associative notes and works between parts also. The only drawback is the new note assumes the default text style, not really a problem most of the time (for me).
 
You can also double click the Note, then highlight what's in the Annotation Editor dialog and use CTRL+C then paste in a new Annotation dialog.

Hmm, the associative option is unchecked, am I missing something?
