we have a project that has a cantilevered slab(1000mm overhang- balcony) on the 3rd floor but due to some circumstances, the concrete on the cantilevered portion is not poured on the same time with the main floor slab. Heres my questions, is it safe to consider it a fully rigid even though it is not monolithic as long as we provide an adequate number of dowels? and what is the consequence of having this kind of cantilevered slab? considering the slab to be PT SLAB

We would usually allow construction joints at points of maximum moment and try to avoid joints at points of maximum shear.
In your case, is the joint at a high shear condition? Or is the joint over a supporting member where shear isn't an issue?
