carbon black and TiO2

1st question:If only TiO2 is used do we need any stabilizer for PE pipe in Texas heat (surface: above the ground) since carbon black heats so fast.

2nd question: how much an average black (Carbon black) PE pipe heats up on the sun compared to white (TiO2) PE pipe : Temperature rise
