carbon manganese or non carbon managenese material - ungroup as per ASME SEC 9

Dear Experts,

Please help. why does the ASME SEC 9, in there material list with correspond to P-no (parent number) & group Number, that some materials are not listed. what is the reason why does those material are not included in ASME SEC 9 QW-422
In my case.. Im using ASTM A707 it is not included in list... so it means it is not C-MN carbon Manganese group-as per P1 material.. please enlighten

No. These are two reasons for not listing a specific material specification in Table QW-422;

1. There has been no request by the B&PV community to use this material for B&PV applications.
or

2. The material does not meet the ductility requirements after welding or is not readily weldable because of alloy content.
 
Thank you for feed back. Because I will do PWHT for A707 cl3 l5 . 23 mm thick Material, however in applicable code B31.8 it does not require PWHT. we had done twice our PQR however still the hardness fails. so my solution is to have PWHT.
I ask C-Mn because in B31,8 it only tells C-Mn material which i can show to client about this
