Dear All ,
My Customer request from us to supply plate ( Normalized and stress relived ) , but the mill offer only normalized , we can consider the proposed specification by the mill comply with customer specification or we need to ask the mill for stress relived process to be applied , please advise ?

We can consider Normalized plate is Stress relived ?

I would think they meant stress-relief of the vessel after fabrication. Confirm with the customer, though.

no, they are mentioned in Tender document the plate should be supplied ( Normalized and stress levied as per ASME BPVC II A2023, so for this requirement the plate should be normalized and stress relive should be applied it or no ?

Read SA 516. Plates may be ordered normalized or stress relieved or both. It's a bit weird but this is what the Standard (SA -516) specifies. Check with Manufacturer who will do both. You may find Manufacturer who will do both normalizing and stress relieving depending on MOQ.

Another good specification to look at when you have questions such as this is SA-941. This spec lists out definitions for a lot of commonly used terminology all throughout Section II, and definitions for both of these terms "normalize" and "stress relieving" are in there.
 
Normalized and stress relieved are in completely different temperatures ranges, a lot of difference as well as purpose. If you do not have residual stress from forming, bending, or welding, relieve what ?
Normalization is to tender the material structure for ductility purpose, be more resistant to stress cracking.
