Castellated beam end detail - to infill or not?

I recently saw a site where the ends of the castellated beams were left open where they were connected to the column.

I was under the impression that if the end plate of a castellated beam was across an opening (in the castellation void)the void needed to be filled in with a plate the same size as the web. I have done some research into this and while it seems to be an industry norm i cannot find anything that says it must be done, so hypothetically if there is sufficient weld between the remaining web and flange and the end plate to overcome shear does the web opening still need to be filled in? or are there other factors that need to be taken into account?

Castellated beams are often used for high moment and low shear applications where deflection may be an issue. The 'open' ends can be closed off with an angle, bolted to the column if necessary, else the castellated beam can be proportioned to provide 'solid' web at each end.

I have never seen a castellated beam without a solid web at the end. That doesn't mean it can't work in theory, provided the design checks prove it.
