are certification from UL / FM a requirement in the NFPA – 20: 2019 ?

FM and UL have a listing for certified Fire pumps and other components, but NFPA20 does not (despite having similar requirements).

So a pump doesn't need to be certified by an external body to be NFPA20 approved.
 
FM Approval

UL standards
Underwriters Laboratories (UL) is a product safety testing and certification company having developed more than 1,600 standards. UL is certifying, validating, testing, verifying, inspecting, auditing, advising and educating customers in 100+ countries.

In order to become UL Listed, a representative sample of the product to be listed must be tested and meet the safety requirements set. Products having the UL mark are covered by the Underwriters Laboratories follow-up program, which continuously tests the products to ensure that the UL standards and requirements are always met.

NFPA
The National Fire Prevention Association (NFPA) is a global, non-profit organization that promotes safety standards, education, training, and advocacy on fire and electrical-related hazards. Established in 1896 as a way to standardize the use of fire sprinkler systems, the NFPA’s scope grew to include building design, rescue response, electrical codes, and other safety concerns.

these are seperated certifications and the certification is depend on every company's requirements.

Fire water pump require UL/FM approvals.
This is for the reason that these pump should run without any fault at the catastrophe time.

There is jockey pump which keeps on running at around 10% flow in the process and as the alarm triggers the main pump running on diesel engine starts automatically and fire is controlled thru fire hose sprinkling.

ALso there is a condition in NFPA20 that these pump shall produce 150% flow at not less than 65% head.
