CFB safety & control valve selection

Q1--Safety valve:
Known data: design pressure/temperature, operating pressure, main steam flow, valve type, size, Mat'l.
Do I have to produce "relieving capacity" to vendor to complete the specification?
Q2--control valve:
Know data: design/operating pressure and temperature, pressure drop, max flow at 80% stroke, type, size, Mat'l.
Do I have to produce "min/max inlet and outlet pressure" to vendor? If necessary, how?

It seems to me that you have the necessary information for a vendor to supply the correct components. The “Safety Valve” needs to be able to relieve the maximum flow at the design pressure. The directional control valve needs to be rated for the design pressure and flow.

The vendor is likely to want to put together the circuit for the system if the vendor is qualified to do so.

The vendor may need minimum pressures if the directional valves are pilot operated. This is information that would come from the vendor to whomever is doing the circuit design.
