CFR 192 Interpretation

Good morning everyone, I have 2 questions listed below that I'm trying to get clarification on.


1. §192.3 defines the term pipeline as “All parts of those physical facilities through which gas moves in transportation, including pipe, valves, and other appurtenance attached to pipe, compressor units, metering stations, regulator stations, delivery stations, holders, and fabricated assemblies.”
Does the phrase “and other appurtenance attached to pipe” includes pipe supports?


2. §192.53 states, “Materials for pipe and components must be:
(a) Able to maintain the structural integrity of the pipeline under temperature and other environmental conditions that may be anticipated;
(b) Chemically compatible with any gas that they transport and with any other material in the pipeline with which they are in contact; and
(c) Qualified in accordance with the applicable requirements of this subpart.”

Does the phrase “and with any other material in the pipeline with which they are in contact” means other materials inside the pipe, or does it means compatible with all material internally and externally including pipe supports that are attached to the pipeline?

It means the piping materials that contain the gas should be compatible with the gas. Pipe supports do not need to be compatible with the process fluids or gases.
 
What's the hangup on the definition of pipeline.
Because the definition of pipeline includes pipe, valves, and other appurtenance attached to pipe, compressor units, metering stations, regulator stations, delivery stations, holders, and fabricated assemblies, it does not necessarily mean that it excludes pipe supports.
Neither does the phrase "appurtenance attached to pipe" exclude pipe supports.
Note that there are requirements for pipe supports and how they may be attached to pipelines given within Part 192.161
