The ICC maintains their site very well, and has posted changes they've made, but not published yet in the IBC. The changes are very clear, with cross-outs of deleted material and underlines of added material.
They have changes made from the 2003-2004 cycle.
-Just click on "2003/2004 Code Development Cycle" or whatever cycle you'd like to review, "download all the proposed changes", "structural".
They also have 2004-2005 cycle and 2005-2006 cycle.
I found it interesting to skim through them. One thing I noticed, (found this in response to a question on this), was that they deleted the confusing line "The 0.7 factor on E does not apply for this provision.", from Section 1605.3.1.1.
